This is probably a late war commercial P.38 holster made almost entirely of pressed paper.  The only leather part of this example is the closure strap.  I suspect this paper material did not hold up well so few examples were produced and even fewer survived.  There are no external markings.  There is an ink stamp on the inside of the top flap but I believe that stamp was placed there by the maker of the pressed paper material.
