The Germans were apparently anticipating the shortage of certain war materials so, in 1941, they started experimenting with alternative equipment materials.  This frog is an example of that experimentation.  It is made of a vulcanized rubber/fiber cord material.  It is rather rare.  All examples that I have heard of or observed are marked "C. Riese, Berlin,  1941".
