This is a Mauser produced P.38 serial number 699.  The Heer is known to have inspected only 700 P.38's in 1942.  We don't know the serial numbers inspected but this could have been one of them.  This gun is in extraordinary condition.  The early byf42 P.38's had some small parts stamped with a waffenamt.  This example has 6 parts so stamped.  It also has the correct double proofed E/135 magazine.  Notice that the waffenamts on the magazine are spaced like the 1942 Walther double stamped magazines but the upper proof is upside down.
