Nice example of a dual tone byf44 Eagle F police issue P.38.  All of this variation that I have seen has the phosphate slide and frame and a blued barrel.  Although the pictures don't do the slide color justice, this example has that greenish-gray color phosphate that most collectors like.  This serial number is listed in Buxton, Vol. II.
