This is a great example of an E-Boat 2nd variation made by A. D. Schwerdt.  An identical badge (but in slightly better condition) is pictured in Michael J. Tucker's book "German Combat Badges of the Third Reich" on pages 306-307.   Tucker refers to these badges as S-Boat (Schnellboot) instead of E-Boat as in Forman's.
